		<description>I enjoy this fraud-revelation series and consider it to be an example of the constructive efforts that are needed to salvage the battered American economy and chronically raped American middle class. 
However, how about some attention on the many aspects of gov&#039;t. (whether, feds., state, or local)organizations that clearly establish an atmosphere for deceit, fraud, or misrepresentation. There is so much of what we do at all levels of gov&#039;t that practically &quot;invite&quot; scheming and cheating. Why not shed attention on the culpability of institutions themselves rather than always focusing on the cheats. Schemers deserve to be caught and penalized, but bureaucrats (whatever the level) should also be severely)punished for not protecting the welfare of the working public. They should not get &quot;passes&quot; when obscene fraud is occurring under their guard.</description>
